What does social value mean in construction today?

Simply put, the concept of ‘social value’ in construction refers to the potential benefits a project can offer both the local and wider community. Social value in tendering is about going above and beyond.

Buyers want to see achievable ways for construction suppliers to make a positive impact on their surroundings if they win the bid. Buyers don’t just want suppliers who can successfully deliver the work, but who are able to offer the whole package.

What does The Procurement Act of 2025 mean for your business?

The Social Value Act of 2012 made social value integral to successful procurement. Since the Act came into effect, social value weightings for government contracts have grown to 10%, often as high as 15-20%. In fact, some government contracts, like Manchester City Council, apply a hefty 30% weighting.

The Procurement Act of February 2025 takes this further, requiring both suppliers and buyers to publish KPIs on key contractual commitments. This will be coupled with requirements for transparency notices.

This means your construction business needs to be able to present evidence of social value in order to win that bid or tender.

Labour government puts focus on transparency and accountability

Labour expressed its clear commitment to social value in the build-up to the 2024 General Election. It has promised to streamline bidding processes, strengthen contractualisation of Social Value, and enforce greater transparency.

The party has also announced a Social Value Policy role in the Cabinet Office, along with plans for a new Social Value Council spearheading best practice and accountability.

Current government trends clearly indicate that construction suppliers need to focus on social value, transparency, and accountability when putting forward bids and tenders.
